LP Gas is a global industry operating in a wide variety of regulatory jurisdictions. These guidelines provide an important tool for industry participants and governmental authorities to ensure that the customer and the marketplace are not compromised by those who carry out ‘bad practices’. Strong emphasis is placed on the good practices throughout the entire LP Gas distribution chain including the ever important ‘metal management’. LP Gas is an excellent, environmentally friendly fuel with tens of millions of satisfied consumers throughout the world. AUTOGAS INCENTIVE POLICIES

Autogas - LP Gas used as a transport fuel - is by far the most widely used and accepted alternative automotive fuel in use in the world today. Global consumption of autogas reached an estimated 17.1 million tonnes in 2004, and is increasing rapidly. Today, there are over 10 million autogas vehicles in use around the world. Yet autogas use is still concentrated in a small number of countries: five countries - Korea, Japan, Poland, Turkey and Australia - together account for more than half of global autogas consumption. The twenty countries surveyed in this report account for 94%.


The share of autogas in total automotive-fuel consumption also varies widely among those countries, ranging from a mere 0.1% in the United States to 16% in Poland. The only countries other than Poland where autogas accounts for more than 10% of the automotive-fuel market are Korea, Bulgaria, Turkey and Lithuania. The enormous disparity in the success of autogas in competing against the conventional automotive fuels, gasoline and diesel, is largely because of differences in government incentive policies.

HEALTH EFFECTS AND COSTS OF VEHICLES EMISSIONS

Motor vehicle pollution has severe adverse health impacts on the community,especially for people living in urban areas or in locations close to busy roads.The resultant health care andlost productivity costs are very high,especially where there are large numbers of diesel vehicles.


For many countries,the net health costs of vehicle pollution have been estimated to exceed 2 per cent of national GDP.

HOUSEHOLD FUELS AND ILL 
HEALTH IN DEVELOPING COUNTRIES

Improved health as a result of reduced indoor air pollution is one of the key benefits of using LP Gas, rather than traditional household fuels such as firewood or coal, in a domestic environment. These Guidelines serve as a tool to help assess the market for rural energy and to inform planning and policy officials about the role that LP Gas can play in bringing modern energy to those without current access. The benefits for energising rural areas in developing and well as developed countries, are many and real. In developing countries the emphasis is mainly on renewable energy that like other energy sources has benefits and limitations. These Guidelines discuss how LP Gas can deliver energy to rural areas directly, or in partnership with renewable energies such as wind and solar. This new major study co-sponsored by the World Bank and the WLPGA, assesses the role of LP Gas as a clean and multi-purpose energy, in meeting sustainable development objectives. It is intended to help policymakers and LP Gas industry stakeholders better understand the contribution that LP Gas is making in moving the world into a more sustainable development path and the issues that will need to be addressed to ensure that LP Gas' potential is fully realised.
